Ask any beginner batch in Pakistan what stopped their first Facebook ad campaign, and the most common answer isn’t targeting or creatives — it’s the payment. Your card gets declined, Meta shows an error, and the tutorial you were following never mentioned any of this. Here’s the complete, honest picture of paying for Meta ads from Pakistan in 2026.
Why Pakistani cards fail on Meta
Meta bills advertisers in US dollars. Most Pakistani debit cards are blocked for international online transactions by default due to State Bank forex restrictions, and even when your bank “enables” international payments, many local cards still get rejected by Meta’s payment processor. This is not your fault and not a ban — it’s a banking limitation.
Your three real options
1. A bank Visa/Mastercard with international transactions enabled. Call your bank and ask specifically for “international online transactions” or “e-commerce transactions” to be activated. Premium cards from major banks work more reliably than basic debit cards. Test with a small amount first.
2. A virtual or prepaid dollar card. This is what most Pakistani advertisers actually use — Payoneer and local fintech USD cards are the common choices. They work well with one condition: keep the card funded. An empty card means failed payments, and failed payments are themselves a trigger for ad account restrictions.
3. Someone else’s card — avoid this. A name mismatch between your Facebook profile, your Business Portfolio, and the payment card is a verification red flag that can freeze your account at the worst possible time.
The rules that keep your account safe
- Use ONE reliable card and stick with it — repeatedly adding and removing cards looks like fraud to Meta’s systems.
- Budget with the dollar rate in mind, plus roughly 5–10% extra for bank charges and taxes on international transactions.
- Never let a payment fail. Set a reminder to top up your card before Meta’s billing date.
- Start small: PKR 1,500–3,000 per day is plenty for a new account. New ad accounts have low spending limits on purpose — limits rise automatically as you build clean payment history.
What about “agency accounts” and “dollar accounts”?
The moment you post a payment question in any Pakistani Facebook group, inbox offers arrive: rented “agency accounts”, “dollar accounts”, “ads chalwa dein” services. As a beginner, avoid all of them. Someone else owns that ad account, your data, and your loaded balance — and the common endings are the account vanishing with your dollars, your page getting detached, or the whole account tree getting banned because of the reseller’s other clients. Genuine agency accounts exist through Meta’s authorised partners for businesses spending thousands of dollars monthly — they are not sold through WhatsApp forwards.
